Abstract

This research study analyzes community participation in Cuba within a “Popular Council” on the outskirts of the capital. The work was developed at several stages, supported by a variety of qualitative research methods, and looking for the discourses and practices of actors. Finally, we discuss the impact of recent government reforms in municipal development and local participation.
